[Cyrillic] Inbox showing Cyrillic text as gibberish

For example, I have a post about this problem (https://archaicos.dreamwidth.org/44193.html).

It's titled, in Russian, "Враги сломали dw inbox".
The title shows as "ÐÑÐ°Ð³Ð¸ ÑÐ»Ð¾Ð¼Ð°Ð»Ð¸ dw inbox" in https://www.dreamwidth.org/inbox/.

But it's not just the titles. The comment bodies are also like that in Inbox.

IOW, somehow Unicode support has been broken.

This started less than 24 hours ago.

This problem reproduces on multiple PCs in the following combinations:
Windows7+Chrome, Windows7+IE11, Windows10+FireFox, Windows10+Edge, Ubuntu19.10+FireFox.

I believe, my dreamwidth account is subject to some novel A/B testing or has otherwise somehow been singled out in the past 24 hours or so.

Diagnostics: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/81.0.4044.138 Safari/537.36

Interestingly, the problem can be seen when I view these pages:

But everything looks good when I view these pages:
https://www.dreamwidth.org/inbox/?view=entrycomment
https://www.dreamwidth.org/inbox/?view=unread

So, somehow some (but not all) Inbox pages screw up Unicode encdoing of the content.

We have received other reports of similar problems. We believe there is an encoding issue with some areas of the site following recent updates to the server.
