What appearance/behavioral cues might Thrawn be able to pick up on?: Acts in a rather peaceful manner for the most part, but is typically at least a bit tense in muscle in case he has to fight or flight. Clothing-wise he's usually seen in more feminine clothing/colors or ones that are more neutral. He also might cringe a bit from time to time due to the scar over his heart he received when he died as it gets pain pangs every now and then. Behavioral he's very calm and generally soft toned, though very obviously sizing up whoever he is speaking to and taking note of everything about them that he can.
What are some ways that are especially effective in manipulating your character?: Threats will never work with him, ever, in fact they'll get him to resist more and fight back. However, he does have an air of seeming lost and without a direction when left on his own. Thus anything manipulative towards giving him a purpose is generally the best way to do things.
What is your character's taste in art, and what does that say about them?: He's very, very partial to flowers and plants, particularly herbs when it comes to plants in general. He also tends to favor bright things and nature in general. Avoids dark things and violent things like the plague.
Is there anything in particular you want him to figure out?: Other than the needing a purpose thing (he considers himself as a tool in canon) there's not much else at the moment.
Is there anything you do not want him to figure out? Nope. Everything is pretty much free-game.
Anything else?: Haku is an assassin character and thus will be trying to study him just as much as he'd study him.

Can I ask what sorts of skills he has? I'm not familiar with the canon. He's an assassin, yes? Is that a sort of modern-analogue world, or is he better with swords and things?

He's an assassin, yes and in the broadest sense of the word. With his universe he uses chakra/life energy to make different attacks (his particular bloodline allows him to make ice and he's been shown to use it to make ice needles to attack someone, ice mirrors to confuse enemies, and an ice dome for protection). He also mainly attacks via those, physical fighting (using speed to his advantage) and using weaponry if necessary. But even then he usually uses senbon (acupuncture needles basically) to hit pressure points to kill or incapacitate someone.
In canon he and his master took on different jobs and killed anyone that got in their way/was a target in exchange for money or what-have-you.
