These collars, from the ... Outer Authorities, is it?

What is their function, exactly? Does anyone know how they're made?

Or. How they can be removed?

We don't know how they're made but they can be removed. It's--

None of us have ever done it. I have only read about them being removed.

It's delicate. There are three panels on the collar. The panels can be removed--

[some rustling to double check facts.]

You must simultaneously deactivate each panel before it can be removed. I have diagrams but I have never done it.
