Seeing someone else isn't that surprising, and blue skin is hardly the strangest thing she's seen- though what they're doing with the water seems to pique her curiosity, as she approaches.]
My, that is certainly an interesting ability! I do not think that I have ever actually seen anything like that before!
[She's seen magic bullets that imitated droplets of water before, sure- but never any direct manipulation of real water.]

So after the initial if muted shock, Lapis allows herself to relax someone. The water's surface smooths, and a few droplets drift back into the air.]
It's nothing special. Only useful on Earth.
[And here, apparently. Wherever "here" is. On Homeworld, the power was useless. Hilariously useless. So hilarious that they immediately turned around and dragged her all the way back again.]

While this place is not Earth, it seems as if it is Earth-like enough for that to still apply.
[She watches the water flow through the air, obviously fascinated- and it's not hard to tell from her tone, that whoever this is isn't feeling terribly great right now- so perhaps Toriel taking an interest could cheer her up?
It helps that she's genuinely interested in it as well, of course.]

This is the first time she's seen someone else here. Eleven stops a few feet away from the shore, behind the blue person. She does not speak, but instead watches the blue figure make shapes out of the water. The whole process fascinates her, not because she's never seen anything like it, but because she's never seen anyone else who could lift things without touching, too.
A few droplets rise out of the water and mingle with the blue figure's, as if to say hello. And at the same time, Eleven's nose bleeds, just a little. ]

She looks human. Human, small. A child, maybe? Like Steven's age?
Lapis blinks, and musters a combination of words she hopes is appropriate:]

Eleven doesn't reply. Instead, she walks up to the blue woman and takes her arm, looking at the underside of her wrist. No tattoo. ]

It doesn't stay underneath the water for long, though- first the appearance of a mess of white hair, followed by an entire person- and more specifically, a gem. A very familiar one, orange and red striped, huge and imposing as she walks to the shore, towering over Lapis with a grin.]
Well, what do you know. It looks like there's something good about being here after all!

Those fears turn out to be more than valid, however, when that familiar orange gleam pierces the water's surface, and then she's there.
The effect is immediate.
Wings spray out from either side of Lapis's gem as she takes several stumbling steps back.]

Here I was, thinking that this was just going to be some elaborate prison, filled with lesser creatures. Just imagine my surprise when what I found instead was you!
You must be thrilled too, right? I'm sure you weren't looking forward to being trapped here anymore than I was, Lapis.
[She gives her a pointed look- she has to understand. Jasper knows exactly what Lapis's feelings on that kind of thing are- they were impossible to miss during those months as Malachite.]
